With the gradual liberalization of China's telecommunication market along with the imminent accession to the World Trade Organization, in January of 2000, CITIC Pacific strategically implemented its investment in installing a nationwide optical fiber backbone network, the "China Express No. 1 Backbone network", in the PRC. In May of 2000, CITIC Pacific acquired World Navigation Ltd. and Telecom 1616 Ltd. as its wholly owned subsidiaries. In October of the same year, Telecom 1616 Ltd. formally changed its name to CITIC Telecom 1616 Ltd. CITIC Telecom 1616 Ltd. is CITIC Pacific's interconnection telecom platform in Hong Kong connecting China and the overseas. Together with "China Express No. 1 Backbone Network", the platform will act as a converging point for telecommunication traffic between China and the rest of the world. It will also help establish Hong Kong as the communication hub for Asia Pacific.
