Level 3 Communications, Inc. and its subsidiaries engage in the communications, information services and coal mining businesses through ownership of operating subsidiaries and substantial equity positions in public companies. The Company is a facilities-based provider (a provider that owns or leases a substantial portion of the plant, property and equipment necessary to provide its services) of a broad range of integrated communications services. Level 3 has created, generally by constructing its own assets, but also through a combination of purchasing and leasing of facilities, the Level 3 Network, an advanced, international, facilities-based communications network. The Company has designed the Level 3 Network to provide communications services that employ and leverage rapidly improving underlying optical and Internet Protocol technologies.
